A tale of two elites

Last week’s announcement by President Macron of France of the closure of the elite École nationale d’administration (ENA) may seem to be an odd thing for us to choose to write about in a week when HRH Prince Philip has died, and on the very day when, in England at least, the latest relaxations of the social distancing restrictions take place. But we think it says something important about France, and prompts equally important reflections on Britain too.
